Catholics Should Not Use Condoms, It is Forbidden - Rev. fr Ralph Madu

In 2010, Pope Benedict XVI lifted the ban on the use of Condoms in the Catholic Church but Rev. Father Ralph Madu the Secretary-General of the Catholic Secretariat of Nigeria says that condoms and Indeed any form of Contraceptives is forbidden by the catholic church, in a chat with THE PUNCH on Sunday  he said it makes the youth promiscuous, and gives them the opportunity to have sex without without the fear of pregnancy.
He also said it is not allowed among married couples, the catholic church prefers a married couple to have sex using the natural methods and advises that if married couples don't want to have babies, the should only have sex during safe periods, when the woman is less likely to get pregnant, instead of destroying the sperms with contraceptives
This was the case in Kenya, when the Roman Catholic Church condemned a Catholic group for a billboard and newspaper advertising campaign promoting the use of condom.
Though the new pope Jorge Mario Bergoglio has not said anything about it, whose side are you on?, where does the church really stand?
